The Scottish government has described the offer as record-breaking and the highest offer made under devolution. While the PDA Union recognises this to be factually correct Paul Flynn, PDA National Officer for Scotland said, “The offer must be record-breaking if it is to address in any meaningful way the cost of living crisis now facing the workforce. Nevertheless, we recognise this is higher than the level of increase the UK government has indicated it can afford for other parts of the UK.”
Members in England, Wales, and Northern Ireland continue to be covered by the Independent Pay Review Process (IPRB). Its recommendations are expected to be known in July.
Paul Flynn continued, “Scotland has now effectively established a collective bargaining process for NHS pay which means pay is directly negotiated between the Scottish government and the trade unions, rather than the IPRB process still used in the rest of the UK.”
